If the configuration option strict_custom_fields is turned on, then then the custom field will be visible only to users in the department you choose.

If the configuration option strict_custom_fields is turned off, then then the field may be visible to admin and tech users from other departments, depending on the admin/tech settings you select when you edit the field.
